Should you require assistance with any of the Occupational Safety topics listed below, please do not hesitate to contact us.
The purpose of occupational safety training is to enable employees to understand and acquire the rules of non-hazardous and safe work practices at a level where they can skillfully apply them throughout the duration of their work.
Occupational safety training should be provided on the first day of employment, mastered and practiced during the training period, and the knowledge should be refreshed and renewed at specified intervals during work.
The provision of extraordinary occupational safety training my be justifed by unexpected events or accidents, and can also be ordered by the authorities.
Occupational safety training can be both theoretical and practical, depending on the purpose of the training.
A thematic framework must be developed for occupational safety training, which requires special expertise.
In any training, course, or further education organized by the employer, regardless of its main content, the topic of occupational safety must be incorporated.
The completion of occupational safety training and the effectiveness of knowledge acquisition should be documented credibly.
Present-day company managers are fundamentally required to make decisions proactively, rather than reactively based solely on failures. Management strategy should not solely rely on correcting accidents or injuries but should aim to identify hazards in advance and take measures to reduce them to an acceptable level.
During the workplace risk analysis, all sources of hazards affecting a specific person at a specific time must be identified, and the cumulative impact of these hazards must be examined.
After completing the risk assessment, risks can be effectively managed through collective technological protection, the use of personal protective equipment, and organizational measures.
Risk assessment is the systematic analysis of working conditions, the design of the work environment, the review, analysis, and evaluation of technological and managerial processes.
Risk assessment involves identifying potential hazards in order to estimate the magnitude of the risk.
Currently risk assessment is considered the most advanced prevention method, being based on the actual state of the workplace and work environment, identifying and determining all foreseeable health-damaging effects and hazards that may pose a danger or harm to those performing work tasks.
Risk assessments require special exptertise and can only be performed by individuals with occupational safety qualifications.
Relevant legislation: Act on Occupational Safety and Health, Act XCIII of 1993.
Hungarian legislation does not explicitly require businesses to prepare a health and safety policy, but a well-thought-out and developed policy summarizes the company’s occupational safety tasks.
The health and safety policy describes the occupational safety responsibilities of managers and employees across the entire organization. It specifies the conditions for implementing the policy, outlines the training requirements, regulations regarding the use of personal protective equipment, provisions of protective drinks and cleansing agents, general and specific requirements for work performance, and defines the occupational safety procedures.
The health and safety policy includes all the requirements prescribed by applicable and operative laws, safety regulations, standards, and any other legislation relevant to occupational safety.
Preparing a health and safety policy is a complex task that requires the involvement of occupational health doctors, workplace supervisors, health and safety representatives, and potentially employees themselves.
According to applicable regulations, personal protective equipment refers to any device, equipment, appliance, or tool that workers should wear to protect themselves against one or more risks that could jeopardize their health and safety.
The following items do not qualify as personal protective equipment: ordinary work clothing and uniforms or garments not specifically designed and tested for the protection of workers' health and safety.
The rules for providing personal protective equipment are defined by the Occupational Safety Act. The essence of these rules is to prioritize solutions that ensure the simultaneous protection of multiple individuals.
When providing personal protective equipment, the highest level of protection reasonably possible should be achieved, while being aware of the limitations of its intended use. The provision of personal protective equipment is not a separate employer obligation, but essential in creating safe and healthy work conditions that do not endanger health.
It is important to document the procedure for providing personal protective equipment in writing, which task requires occupational safety and health expertise.
A work accident is an accident that occurs to an employee during or in connection with organized work, regardless of the location and time of the accident and the extent of the employee's (injured party's) involvement.
An accident is considered work-related if it occurs to the employee during activities such as work-related transportation, material procurement, material handling, personal hygiene, organized canteen services, occupational health services, and other services provided by the employer.
The investigation and reporting of work accidents require professional expertise and should be performed exclusively by individuals with occupational safety qualifications.
The investigation, record-keeping, and reporting of work accidents must be managed within a unified system based on the requirements set forth in the legislation to avoid legal disputes. To avoid legal disputes, regardless of the severity of the accident, it is crucial for the employer to be notified immediately to ensure timely awareness of accident events.
The investigation and reporting of work accidents require professional expertise and should be performed exclusively by individuals with occupational safety qualifications.
Based on our experience, the number of work accidents resulting in less than three days of incapacity for work is significantly higher than those causing incapacity exceeding three days. These often involve only a few minutes of incapacity or a weekend "rest." Even in these cases, it is important not to overlook the provision of proper first aid, preventive measures, and determining the extent of alcohol influence, if any, on the operational nature of the accident.
Considering that the legislation does not specify requirements for handling accidents that do not result in incapacity for work, the employer must determine the method and depth of investigation in such cases.
To avoid legal disputes, it is advisable to not only document the factual data but also identify the cause of the accident and take measures to prevent similar accidents from occurring.
Smart Safety Solution Kft. undertakes the investigation of work accidents, including identifying their root causes and ensuring the professional preparation of the minutes.
The purpose of the inspection is to determine whether the facility, workplace, work equipment, technology comply with the necessary material, personnel, organizational, and work environment conditions required for safe and non-hazardous work execution. It also verifies whether the specific work equipment, as a product, has the manufacturer's occupational safety compliance declaration as defined in separate regulations, along with other relevant documents.
The purchased and already commissioned machinery may only be used within the framework of organized work after the operator of the equipment has issued a written order for its operation in accordance with the Occupational Safety Act. The commissioning order can be issued on the condition that the machine undergoes a prior health and safety examination and meets its requirements.
Required documentation:
During the preliminary occupational safety examination, it is particularly important to examine the declarations of those involved in the development (designers, manufacturers), the measurement results proving compliance with occupational safety requirements, health and safety compliance declarations, certificates related to the work equipment, necessary regulatory permits, and operating instructions required for operation.
The first step is to carry out a standard compliance inspection of the electrical equipment, which should be done before putting new electrical equipment and/or new electrical protection equipment into service. This inspection can only be performed by an electrician with the qualification for electrical protection inspections.
Only equipment that has a compliance declaration or compliance certificate can be commissioned. This certificate confirms that the equipment meets the safety requirements. For older machines, the "Occupational Safety Certification" used to fulfill this requirement, even though it is no longer valid. However, inspectors generally accept it for these types of machines.
Particular attention must be paid to the occupational health examinations of employees working with hazardous machinery, as the validity of these examinations can also be a basis for imposing occupational safety fines.
